Through the whole story Tenma wanders around here and there doing absolutely nothing other than making a serious face and showing himself resolved. You could feel something is wrong if the "main" character does nothing other than being in minor and filler plots helping random characters. Can anyone recall Tenma doing something that affects the story other than saving Johan in the beginning?

Johan doesn't do anything at all either. He is just the absolute evil with a mysterious past and he makes others do the things he wants by only existing. We have no idea what powers he has and how he managed to get so many lackeys. Throughout the series Johan's motives keep changing.
